Following for ir. Elliot.
Cur views on resolution quoted in your telegram Ho. 89 will have reached you by telephone. As regards further Chinese
proposals which you apprehend we can, I fear, at the present stage only offer general hope that it will be possible for the present at least to stave off anything leading towards imposition of sanctions. As regards any differential treatment as regards supply of arms this question is to be considered by the Cabinet shortly.
Public opinion here is undoubtedly strong and proposals are being put forward in some quarters for a trede boycott or Japan
of a more or less extensive character. The idea does not appear practicable to His Majesty's Government but they have felt it wise and necessary to sound confidentially the United States Government and to derine their attitude to extent shown in my telegram to Washington Fo. 403. It seems to be realised by public here that participation of United States Goverment would be essential. Pending a reply to our sounding and further consideration of the whole question I fear it will be impossible to define exactly our attitude in any other quarter. In order to avoid isolation in such necessarily somewhat temporising attitude every effort should be made to keep the French Delegation at least in line with us.
